Layer 2 switching does not provide routed communication between VLANs. A separate router must supply inter-VLAN forwarding; VLAN configuration and a management IP address do not replace that function.

VLAN tagging, access controls and management IP settings do not add a Layer 3 forwarding function, so specify routing elsewhere in the network.
